There are several ways to find UVA dissertations.  

  • Check Virgo for print copies of dissertations.  Many are held in Ivy Stacks. 
  • Search ProQuest Dissertations & Theses Full Text Database for the full text of graduate works published since 1997.  (You can also use this to find dissertations from other universities.)
  • Search Libra , UVA Library's Institutional Repository, for dissertations and theses.  The majority of these works were published in recent years.

Virginia Tech has been a world leader in electronic theses and dissertation initiatives for more than 20 years. On January 1, 1997, Virginia Tech was the first university to require electronic submission of theses and dissertations (ETDs). Ever since then, Virginia Tech graduate students have been able to prepare, submit, review, and publish their theses and dissertations online and to append digital media such as images, data, audio, and video.

University Libraries staff are currently digitizing thousands of pre-1997 theses and dissertations and loading them into VTechWorks. Most of these theses and dissertations are fully available to the public, but we will, in general, honor requests by the item's author to restrict access to Virginia Tech only. See our process for Requesting that Material be Amended or Removed .

To search all Virginia Tech print and digital theses and dissertations, use the University Libraries ETD resource guide .

Materials that are restricted to Virginia Tech only may be requested via your own university or public library's Interlibrary Loan program or through the VTechWorks request form that appears when you try to access the item. You might also be able to obtain a copy of the work through ProQuest's database of theses and dissertations. If you are on a Virginia Tech campus but are unable to find the pre-1997 thesis or dissertation you are seeking in VTechWorks, you may also be able to order a physical copy from library storage. Please check the library catalog at http://www.lib.vt.edu/ for physical copies.

Congratulations to Noah Norton, who successfully defended his MA thesis titled, "Perceptual Deterrence, Ambiguity, and Group Size in Criminal Decision Making".

Advances in deterrence theory have illustrated that risk perceptions are informed by prior experiences (or lack thereof) with punishment and that estimates of risk perceptions are imprecisely formed. Yet, explorations of these factors have been conducted under the assumption that individuals offend alone despite growing evidence that the presence of others fundamentally shapes opportunities for crime by altering the benefits and costs of offending. In understanding how the group specifically alters the costs of crime, research has generally indicated that it reduces the perceived likelihood of getting caught however there is limited consideration as to how the group context alters the development of risk perceptions or the confidence in generating these estimates.

Using hypothetical vignettes that manipulate both crime type and the presence of co-offenders, the current study seeks to understand whether perceptions of sanction certainty, perceptual updating, and risk ambiguity vary across the group nature of an offense. Findings indicate there are limited differences in the observed dimensions of decision-making across group conditions, which provides insight into the impact of the group context and how individuals incorporate situational characteristics into perceptions of risk.

Virginia Derby Joins Road to the Kentucky Derby in 2025

The virginia derby will anchor a new four-day spring meet at colonial downs..

Colonial Downs announced Aug. 11 that the 2025 Virginia Derby has earned the distinction as a qualifying race on the Road to the Kentucky Derby. Virginia governor Glenn Youngkin announced the landmark event for Virginia horse racing from the winner's circle at Colonial Downs alongside Churchill Downs Inc. CEO Bill Carstanjen and Churchill Downs board chairman Alex Rankin. 

"Churchill Downs has worked with partners throughout the Commonwealth to reinvigorate Virginia's proud legacy of Thoroughbred racing and secure our place as a world-class destination for racing fans and equine talent from around the world," said Youngkin. "The future for Thoroughbred racing in Virginia has never been brighter and this opportunity will allow us to shine on horseracing's biggest stage."  

The Virginia Derby (G3T) has traditionally been a turf race that signified the culmination of the summer racing season. This year's Virginia Derby, along with live entertainment and family-friendly activities, will be held as scheduled Sept. 7.

Next year, as part of the Road to the Kentucky Derby, the Virginia Derby will transition to the dirt track and be held March 15, 2025, anchoring a new four-day spring meet at Colonial Downs. The winning horse will earn 50 qualifying points and likely be guaranteed a post position in the starting gate for the May 3 Kentucky Derby (G1) at Churchill Downs . Based on point allocations for 2024, second through fifth-place finishers would receive points on a 25-15-10-5 scale.

Virginia Speaker of the House Don Scott shared his enthusiasm for the announcement, saying, "It is exciting that the Road to the Kentucky Derby will now run through Virginia. Churchill Downs has elevated the stature and economic impact of Thoroughbred racing in the Commonwealth while creating jobs, generating significant tax revenue in communities around the state, and offering race fans a memorable experience at the track."

"We are thankful for the investment of Churchill Downs in the Virginia horseracing industry. In 2025, Colonial Downs will race 47 days which is up from 27 days in 2022, the last race meet before Churchill Downs acquired Colonial Downs," said Virginia's Secretary of Agriculture Matthew Lohr. "Besides adding prestigious and lucrative races for horsemen, more race days drive significant economic impact throughout Virginia's entire agricultural sector leading to a healthy breeding industry, stronger equine infrastructure, and more employment opportunities across the Commonwealth."

"Today's announcement is not only exciting for tourism in our district," said delegate Amanda Batten, "but also demonstrates a commitment to horseracing that will ensure Colonial Downs is a premier destination for generations to come."

Dates for the Colonial Downs spring meet are contingent on approval of the Virginia Racing Commission.

Locating Dissertations

  • Dissertations & Theses database This database provides full text PDFs of most U.S. dissertations from 1997 on, many earlier works and some from outside the U.S. plus some master's theses. Also lists all dissertations and theses from 1861 on from US universities and some works from Europe and Asia from 1637 on. Abstracts included after July, 1980. UVA dissertations prior to 2014 are included full text. See the VIRGO link below to access UVA dissertations full text that were defended from December 2014 - present.
  • VIRGO: ONLINE CATALOG All UVA dissertations for all years are now available on VIRGO. Most are full text and some are embargoed for several years, but will be available on the date designated in VIRGO. Prior to 2014, UVA dissertations were put into Dissertations & Thesis Global database by Proquest described in the section above VIRGO. After that, doctoral candidates upload their UVA dissertations into Libra, UVA's institutional repository and then they are available full text in VIRGO. Starting no later than December 2015
  • Center for Research Libraries The approximately five million newspapers, journals, books, pamphlets, dissertations, archives, government publications, and other resources held by CRL support research and teaching.   • Dart Europe
  • Ethos (E-Thesis Online) EThOS is the UK’s national thesis service which aims to maximise the visibility and availability of the UK’s doctoral research theses.
  • Google You can use Google (NOT Google Scholar) to locate dissertations as some universities are putting their dissertations in a repository, so Google locates them. Many of them will be open access and most will be full text. Try a keyword search such as: preschool and quality and teachers and dissertation
  • Networked Digital Library of Theses and Dissertations (NDLTD) The Networked Digital Library of Theses and Dissertations (NDLTD) is an international organization dedicated to promoting the adoption, creation, use, dissemination, and preservation of electronic theses and dissertations (ETDs).
  • OCLC WorldCat OCLC WorldCat lists most dissertations for most colleges and universities in the United States and Canada and a great many from around the world. If you know the author's name or dissertation title, this is a solid resource.
  • Open Thesis OpenThesis.org is a searchable thesis & dissertation database, which helps increase the availability and utility of these important documents.
  • Open Access Theses and Dissertations OATD.org aims to be the best possible resource for finding open access graduate theses and dissertations published around the world. Metadata (information about the theses) comes from over 800 colleges, universities, and research institutions.
  • Theses (Dissertations) Canada Theses Canada was launched in 1965 at the request of is a collaborative program between Library and Archives Canada (LAC) and nearly 70 universities accredited by Universities Canada.
  • TROVE Australian Theses/Dissertations Trove is a free repository of Australian material, including almost a million Australian theses.

How To Get A Dissertation

Once you locate a dissertation, there are several ways to try to acquire a copy:

3. Use the Library's free Interlibrary Loan servic e. If you need a copy of a dissertation that is not available online full text, you can use the UVa Library's free Interlibrary Loan Service (ILS). ILS staff will try to borrow a copy for you from a university that has a copy. 

4. Purchase from a bookstore. Some bookstores such as Amazon also sell copies of dissertations.

5. Contact the author of the dissertation. You can also try to contact the author of a dissertation to find out if he or she would send you a PDF copy.

6. Special Collections . Authors of dissertations are usually required to deposit one copy with their university's special collections. This copy usually can be accessed by visitors/scholars, but can't be checked out. Contact the library where the author obtained their dissertation for availability.  In most cases, the dissertations will be listed in that university's online catalog and provide information about availability.

41 States That Don't Tax Social Security Benefits

  • Very few states tax Social Security benefits these days.

When it comes to the taxation of Social Security benefits, there's good news and good news.

If there are 41 states that don't tax your Social Security benefits, that means there are nine that do. (The District of Columbia does not, by the way.) The fact that the vast majority don't tax it is good news, and there's more good news -- that majority is growing.

When I wrote about this topic just two years ago , only 38 states didn't tax Social Security. More and more states are eliminating this tax, and those that still tax benefits often do so with a light touch.

The 41 states that don't tax your Social Security benefits

Here are the 41 states that won't tax your Social Security benefits:

  • Massachusetts
  • Mississippi
  • New Hampshire
  • North Carolina
  • North Dakota
  • Pennsylvania
  • South Carolina
  • South Dakota
  • Washington, D.C.

The 9 states that do tax Social Security benefits

To save you the trouble of checking to see which states are not listed above, here are the nine states that do tax Social Security benefits:

  • Connecticut
  • Rhode Island
  • West Virginia

Each of these states has a different taxing policy, and some of them exclude many retirees. In Minnesota, for example, if Social Security is your only income, you do not have to pay taxes on it.

A bunch of the states above only tax the Social Security benefits of those with relatively high incomes, and some only tax benefits above a certain threshold.

Don't forget Uncle Sam

Unfortunately, while most states don't tax Social Security benefits, the federal government does . Specifically, up to 85% of your benefits may be taxed federally . The table below offers details:

A future version of this article may carry very different information, though, because some in Washington have suggested ceasing federal taxation of Social Security . (If you like that idea, it can't hurt to let your representatives in Washington know.)

Note, too, that the table above does not indicate a tax rate of 50% or 85% -- you won't see 85% of your benefits lopped off in taxes. Instead, those are the portions of your benefits that might end up being taxed.

Keep taxes in perspective

If you happen to live in one of the few states that does tax your Social Security benefits more than you would like, take a breather before calling a moving company -- because you really need to consider all the taxes you face.

Every state needs revenue in order to operate, and each state does so in a somewhat different manner. Some charge fairly high tax rates on property, while others have steep sales taxes. Some tax income, while others don't. So think about your own situation, and, perhaps, how your state's taxes compare with others'.

If you don't spend much, a steep sales tax may not bother you. If you own valuable real estate, a hefty property tax rate can be punishing. Do your own math before making any decisions -- and remember that for most of us, state taxation of Social Security is nothing to worry about.

EF-1 tornado that hit Virginia neighborhood was on ground for nearly 2 miles, had winds topping 100 mph

CAROLINE COUNTY, Va. -- The National Weather Service in Wakefield has confirmed an EF-1 tornado with estimated peak winds of more than 100 mph damaged homes and downed trees and power lines in the Lake Caroline neighborhood Thursday evening.

The twister, which touched down near Gloansville at 6:54 p.m. before ending nearly two miles southwest of Ladysmith around 7 p.m., triggered a tornado warning in Caroline County.

NWS officials said that a thunderstorm in a rain band associated with Tropical Depression Debby produced a "short-lived tornado" that initially touched down near Cedar Fork Road about 1 mile west of Route 1 near Golansville.

"The tornado snapped and uprooted several pine trees in this location before entering a densely wooded forest to the north," NWS officials wrote.

The tornado then entered the Lake Caroline subdivision near the intersection of Senate Drive and Kennedy Cove where "numerous trees were snapped and uprooted."

As the tornado continued through the neighborhood it knocked down more trees and caused damage to homes' roofs and siding along Loyalist Drive, American Drive, West Point Drive, Woodlyn Drive, Powder Horn Drive and Admiral Drive.

NWS officials said more than 30 houses in the neighborhood were damaged.

"After crossing the west end of Lake Caroline, the tornado began to weaken with just a few more trees being knocked down along Lake Caroline Road and Waring Drive before dissipating."

  • Public Access: Full electronic thesis or dissertation (ETD) content that is publicly available online through the University Library.
  • Limited Access: Metadata, including the ETD author, title, and abstract, will be publicly available through the University Library, but the full content of the ETD will be restricted to UVA users who possess valid network access, as well as any member of the public accessing the UVA network on Grounds. Limited Access may only be requested for periods of less than five years, after which ETDs transition to Public Access.
  • Embargo: Metadata, including the ETD author, title, and abstract, will be publicly available through the University Library, but the content of the ETD will not be visible to any user at the University or otherwise. Upon consultation with their thesis or dissertation committee and approval from their dean’s office, students may also choose to place an embargo on an ETD deposited in Libra. Initial embargo periods may be requested for periods of up to five years, and may be extended at the discretion of the dean’s office of the student’s school.

If you are a graduate student depositing your thesis or dissertation, you are required to discuss access options with your advisor or committee prior to submitting to Libra.

For Limited Access , the Library provides access to authorized, UVA-affiliated users as well as members of the public accessing the UVA network on Grounds. We cannot guarantee, however, that such users will abide by our policy and refrain from further sharing. We take reasonable steps to secure our network and prevent abuse, but if you require a guarantee that your work will not circulate beyond campus, you may need to discuss with your thesis or dissertation committee advisor whether an embargo on visibility (including in the UVA community) is appropriate.

Considerations for access

There are several reasons why you might opt to delay Public Access:

  • To protect your ability to publish your work (though research suggests publication prospects may not be substantially affected by the presence of a thesis or dissertation online - See [1] & [2] )
  • To satisfy requirements for review of grant-sponsored research
  • To protect data being utilized by a team of researchers of which you are a part
  • To protect your ability to apply for a patent based on your research.

On the other hand, several considerations may weigh against Limited Access or Embargo and toward immediate Public Access:

  • Releasing one's dissertation online increases the visibility of an early career scholar
  • Visibility can lead to substantial opportunities for an early career scholar, including publishing prospects
  • Many scholars believe there is inherent value in openly sharing scholarly work.

The Library can help authors work through questions about embargoes in light of publisher policies or author contracts, however, authors considering embargoes should be sure to consult with their advisors or committees, as well.

Virginia man charged with threatening to kill Kamala Harris

A Virginia man has been charged with making numerous death threats against Vice President Kamala Harris , the presumptive Democratic presidential nominee .

Frank Lucio Carillo, of Winchester, Virginia, posted a series of violent threats about Harris last month using an alias on the conservative social media site GETTR, according to a criminal complaint unsealed in the Western District of Virginia on Friday. Investigators alleged that Carillo had posted 19 times about Harris, including threats to shoot, stab and burn her alive.

Carillo, 66, made his first appearance in federal court Monday. He is being temporarily detained pending a court hearing scheduled for Thursday.

In one of his July 27 social media posts, after Harris launched her presidential campaign and two weeks after an assassination attempt on former President Donald Trump, Carillo said that if she’s elected, “I will shoot and kill everyone” who tried to obstruct his efforts, the criminal complaint said. Investigators said a search of Carillo's home turned up two guns — a handgun that he purchased last year and an RF-15 rifle that he bought this year. He also allegedly had thousands of rounds of ammunition.

A county recorder's office in Arizona had first notified authorities about threats to Maricopa County Recorder Stephen Richer coming from the user “joemadarats1," which the FBI identified as an account tied to Carillo through subscriber and device information and an analysis of Google location history records, according to the complaint.

In sum, Carillo allegedly made 4,359 posts or replies targeting public officials, authorities said. Other federal officials who were targeted included President Joe Biden and FBI Director Christopher Wray, the complaint alleged.

The Justice Department said that in a February post, "joemadarats1" said he had his “AR-15 LOCKED AND LOADED.”

Investigators said that following his arrest, Carillo allegedly told officers, “This is all over a comment, huh?”

Carillo also made threatening comments about shooting Muslims and said illegal immigrants "should be shot in the head quickly" if they show up to vote, adding, "if I see any of them I'll kill them,” the complaint said.

A public defender listed for Carillo did not immediately respond to a request for comment Monday evening.

U.S. Attorney Christopher R. Kavanaugh for the Western District of Virginia indicated in a statement Monday that Carillo's actions went beyond political discourse.

“Open political discourse is a cornerstone of our American experience,” Kavanaugh said. “We can disagree. We can argue and we can debate. However, when those disagreements cross the line to threats of violence, law enforcement must step in.”

Trump and his running mate, Sen. JD Vance, have also been the subject of social media threats. Last month, a Florida man was charged with written threats to kill Trump and Vance .
