A national Big Data1 innovation ecosystem is essential to enabling knowledge discovery from and confident action informed by the vast resource of new and diverse datasets that are rapidly becoming available in nearly every aspect of life. Big Data has the potential to radically improve the lives of all Americans. It is now possible to combine disparate, dynamic, and distributed datasets and enable everything from predicting the future behavior of complex systems to precise medical treatments, smart energy usage, and focused educational curricula. Government agency research and public-private partnerships, together with the education and training of future data scientists, will enable applications that directly benefit society and the economy of the Nation.

To derive the greatest benefits from the many, rich sources of Big Data, the Administration announced a “Big Data Research and Development Initiative” on March 29, 2012.2 Dr. John P. Holdren, Assistant to the President for Science and Technology and Director of the Office of Science and Technology Policy, stated that the initiative “promises to transform our ability to use Big Data for scientific discovery, environmental and biomedical research, education, and national security.”

The Federal Big Data Research and Development Strategic Plan (Plan) builds upon the promise and excitement of the myriad applications enabled by Big Data with the objective of guiding Federal agencies as they develop and expand their individual mission-driven programs and investments related to Big Data. The Plan is based on inputs from a series of Federal agency and public activities, and a shared vision: We envision a Big Data innovation ecosystem in which the ability to analyze, extract information from, and make decisions and discoveries based upon large, diverse, and real-time datasets enables new capabilities for Federal agencies and the Nation at large; accelerates the process of scientific discovery and innovation; leads to new fields of research and new areas of inquiry that would otherwise be impossible; educates the next generation of 21st century scientists and engineers; and promotes new economic growth.

The Plan is built around seven strategies that represent key areas of importance for Big Data research and development (R&D). Priorities listed within each strategy highlight the intended outcomes that can be addressed by the missions and research funding of NITRD agencies. These include advancing human understanding in all branches of science, medicine, and security; ensuring the Nation’s continued leadership in research and development; and enhancing the Nation’s ability to address pressing societal and environmental issues facing the Nation and the world through research and development.

Administration issues strategic plan for big data research and development.

A national Big Data innovation ecosystem can help the United States make the most of the new opportunities created by large and diverse data sets, such as accelerating the pace of scientific discovery, reducing traffic congestion, increasing energy efficiency, and developing therapies that are tailored to the needs of individual patients.  The Obama Administration launched the Big Data Research and Development Initiative in 2012 to develop Big Data technologies, demonstrate applications of Big Data, and train the next generation of data scientists.  The Administration has also recruited the first Chief Data Scientist to the White House, made “open data” the new default for Federal agencies, and worked to ensure that Big Data is used in ways that advance our core values, such as privacy and civil liberties.

Today, the Administration is pleased to release The Federal Big Data Research and Development Strategic Plan ,  which highlights emerging Big Data capabilities and provides guidance for developing or expanding Federal Big Data research and development (R&D) plans . This Plan is an important milestone in the Administration’s 2012 Big Data Research and Development Initiative to harness benefits from the rich sources of Big Data, and is based on a shared vision:

We envision a Big Data innovation ecosystem in which the ability to analyze, extract information from, and make decisions and discoveries based upon large, diverse, and real-time datasets enables new capabilities for Federal agencies and the Nation at large; accelerates the process of scientific discovery and innovation; leads to new fields of research and new areas of inquiry that would otherwise be impossible; educates the next generation of 21st century scientists and engineers; and promotes new economic growth.

15 Federal agencies participated in the development of the Plan under the auspices of the Big Data Senior Steering Group (BD SSG), an interagency group under the National Science and Technology Council’s Networking and Information Technology Research and Development (NITRD) Program. The Plan is built around seven focus areas:

  • Create next-generation capabilities by developing Big Data foundations, techniques, and technologies.
  • Support R&D to explore the trustworthiness of data, to make better decisions and enable breakthrough discoveries.
  • Build and enhance research cyberinfrastructure that enables Big Data innovation.
  • Increase the value of data through policies that promote sharing and management of data.
  • Understand the privacy, security, and ethical dimensions of Big Data collection, sharing, and use.
  • Improve the national landscape for Big Data education and training to fulfill increasing demand for analytical talent and capacity for the broader workforce.
  • Support a vibrant Big Data innovation ecosystem with collaboration between government agencies, universities, companies, and non-profit organizations.

The Plan also provides examples of the progress made in Federal Big Data R&D and defines goals, including addressing challenges such as preventing age-related macular degeneration, keeping fire fighters safe when they respond to a call, and supporting collaborative science around the world.  

The Federal Big Data Research and Development Strategic Plan is an important milestone in the Administration’s data-science efforts. The BD SSG member agencies will continue to execute the strategy, deepen understanding of the issues, and enhance Federal agency collaboration in this important area of R&D.

Networking and Information Technology Research and Development (NITRD) National Coordination Office (NCO), National Science Foundation (NSF).

Request for Information (RFI).

The NITRD NCO and NSF, as part of the NITRD Big Data interagency working group (BD IWG), request input from all interested parties as the IWG prepares updates to the Federal Big Data Research and Development Strategic Plan. Through this RFI, the NITRD NCO seeks input from the public, including academia, government, business, and industry groups of all sizes; those directly performing Big Data research and development (R&D); and those directly affected by such R&D, on ways in which the strategic plan should be revised and improved. The public input provided in response to this RFI will assist the NITRD BD IWG in updating the Federal Big Data Research and Development Strategic Plan.

Interested persons are invited to submit comments on or before 11:59 p.m. (ET) on July 29, 2022.

Comments submitted in response to this notice may be sent by any of the following methods:

Background: The NITRD Subcommittee of the National Science and Technology Council coordinates multiagency R&D programs to help ensure continued U.S. leadership in networking and information technology, satisfy the needs of the Federal Government for advanced networking and information technology, and accelerate development and deployment of advanced networking and information technology. In 2016, the NITRD Subcommittee released the Federal Big Data Research and Development Strategic Plan. The plan drew upon activities started under the Big Data Research and Development Initiative that the Obama Administration launched in 2012 to harness benefits from the many rich sources of Big Data.

The 2016 strategic plan identified seven strategies representing key areas for Big Data R&D that Federal agencies could use when developing or expanding their individual Big Data R&D plans:

  • Strategy 1: Create next-generation capabilities by leveraging emerging Big Data foundations, techniques, and technologies.
  • Strategy 2: Support R&D to explore and understand trustworthiness of data and resulting knowledge, make better decisions, enable breakthrough discoveries, and take confident action.
  • Strategy 3: Build and enhance research cyberinfrastructure that enables Big Data innovation in support of agency missions.
  • Strategy 4: Increase the value of data through policies that promote sharing and management of data.
  • Strategy 5: Understand Big Data collection, sharing, and use with regard to privacy, security, and ethics.
  • Strategy 6: Improve the national landscape for Big Data education and training to fulfill increasing demand for both deep analytical talent and analytical capacity for the broader workforce.
  • Strategy 7: Create and enhance connections in the national Big Data innovation ecosystem.

In the decade since the Big Data Research and Development Initiative was launched, significant progress has been made in many research areas, and a Big Data innovation ecosystem continues to evolve among Federal agencies, leading to enhanced knowledge discovery and more informed decision-making. Instrumented systems and environments are becoming the norm, large numbers of heterogeneous sensors and sensor networks are being deployed to collect vast amounts of data, and new capabilities are emerging to integrate and organize this information in a timely fashion. There have been significant changes in the ways data are captured, used, stored, and shared.

In response, the NITRD BD IWG is revisiting the strategies listed in the original plan to identify areas that should continue to be priority areas for federally funded research, new areas of risk or opportunity, and options for leveraging collaborations with other segments of the data innovation ecosystem to accelerate innovation, improve inclusive and equitable access, and broaden participation in Big Data R&D.

Objectives: The NITRD NCO seeks input on potential revisions to the 2016 Federal Big Data Research and Development Strategic Plan to reflect priorities related to Big Data R&D. Responders are asked to answer one or more of the following questions in response to the RFI:

1. What areas of research or topics of the 2016 Federal Big Data Research and Development Strategic Plan should continue to be a priority for federally funded research and require continued Federal R&D investments? What areas of research or topics of the plan no longer need to be prioritized for federally funded research?

2. What challenges or objectives not included in the 2016 Federal Big Data Research and Development Strategic Plan should be strategic priorities for federally funded Big Data R&D? Discuss what new capabilities would be desired, what objectives should guide such research, and why those capabilities and objectives should be strategic priorities.

3. What are emerging and future scientific and technical challenges and opportunities that are central to enabling extraction of knowledge and insight from Big Data across the data lifecycle (including capabilities for collection, storage, access, analysis, and reuse of Big Data)? Which of the challenges and opportunities are still appropriate for Federal research funding?

4. What are appropriate models for partnerships among government, academia, and industry in Big Data, and how can these partnerships be effectively leveraged to enhance innovation in Big Data R&D?

5. How do we nurture, develop, and enhance a diverse, inclusive, and sustainable workforce of cyberinfrastructure professionals and practitioners for Big Data R&D? What are some effective ways to broaden participation in Big Data R&D?

6. What are the future national-level use cases that will drive future federally funded Big Data R&D? Please describe these uses cases and applicable research that the R&D will drive. Are there other industry or international initiatives that are synergistic with federally funded Big Data research?

Introduction

On March 29, 2012, the Office of Science and Technology Policy (OSTP) and the Committee on Technology Networking and Information Technology Research and Development Subcommittee (NITRD) launched the Federal Big Data Research and Development (R&D) Initiative. Since then, the National Science Foundation has been a leader across federal agencies in supporting and catalyzing Big Data research, development, and innovation across the scientific, public, and private sectors. White House Releases Big Data Strategic Plan

On May 23rd, the Obama Administration released the Federal Big Data Research and Development Strategic Plan , part of the Big Data Research and Development Initiative launched in 2012. As data science capabilities and opportunities continue to grow, the Plan provides a comprehensive overview and establishes guidance for developing and expanding R&D at a national scale.

From the announcement :

We envision a Big Data innovation ecosystem in which the ability to analyze, extract information from, and make decisions and discoveries based upon large, diverse, and real-time datasets enables new capabilities for Federal agencies and the Nation at large; accelerates the process of scientific discovery and innovation; leads to new fields of research and new areas of inquiry that would otherwise be impossible; educates the next generation of 21st century scientists and engineers; and promotes new economic growth.

The Northeast Hub is committed to advancing these discussions and to enhancing the Big Data ecosystem in the Northeast and, in collaboration with the other regional Hubs, on a national scale.

White House Outlines 7 Strategies to Help Federal Agencies Develop Big Data R&D Plans

NSTC said the Federal Big Data Research and Development Strategic Plan calls for agencies to increase investments in collection and analysis of large data volumes and leverage such data to develop new services.

Agencies should also back research on metadata frameworks as well as the use of machine learning systems in data-driven decision making process in order to “ensure the trustworthiness of information and knowledge derived from big data,” the council said in the document.

The council also recommended that federal agencies should build research cyberinfrastructure, establish policies and standards that facilitate data sharing and management in order to increase the value of information, as well as consider privacy, ethical and security concerns associated with the collection, use and sharing of big data.

Agencies are also encouraged to set up an education strategy in order to meet the demand for data scientists and big data professionals as well as engage in R&D partnerships through the creation of cross-agency development testbeds, policy development and establishment of benchmarking centers focused on big data, according to the report.
